The Fourth Draft Registration of World War II took place in April, 1942, and required men born on or after 28 Apr 1877 and on or before 16 Feb 1897 to register. The original draft cards are held at the National Archives regional centers and are open to the public (no privacy restrictions like the other draft registrations of World War II since these men are likely dead now). The National Archives in Seattle has the draft cards for Washington, Oregon and Idaho, and the cards are in alphabetical order by registrant's name for each state (i.e, no local boards or regions to worry about). Inquire at the volunteer's desk when you enter the microfilm reading room about having the cards pulled for you. They do not pull after 3:30 p.m. Take a copy of the example card below which cites the record group. The cards have not been microfilmed.
The example below shows the front and back sides of the card for Nelson Brown of Bandon, Oregon. Each registrant was asked his full name, residence, mailing address and telephone number, birth date, birth place, age, name of employer and place of employment, name and address of next of kin, and physical description. Based on the cards I have seen, I believe that the registrar filled out the card, and that the registrant simply signed it.
